03 Scoping activities and self-assessment

About this prototype

To prepare for plan-making, local planning authorities need to complete a number of scoping activities before completing a self assessment at Gateway 1 (the formal ‘start’ of plan-making'). These include:

  • drafting a vision and scope for the plan

  • starting to gather baseline evidence

  • gathering a housing needs assessment

  • working out which policies they need to create and include within the local plan

These activities form the basis of the local plan and act as building blocks for the next phase of policy making.

What we wanted to learn

Some ideas we wanted to explore:

  • How might we reduce some of the manual tasks in recording and tracking scoping activities, for example, by capturing progress as it happens?

  • How might we use the template for self assessment as a means of capturing progress, and enable users to view or export this template at any point in the journey?

  • What are the pros and cons of a more ‘mechanistic’ approach (taking users through each task step by step to record progress), or a more ‘theme’ bases approach (allowing users to start building up a policy theme and capturing progress towards self assessment in the background)?
