09 Manage commissioned evidence
About this prototype
We’ve heard through Discovery that the ‘back and forth’ between a policy team and an external expert when preparing evidence is a manual and time consuming process. It takes place over email and in person, with multiple annotated documents. It can be hard to capture the full story of how evidence was created.
What we wanted to learn
We wanted to test the potential value of a few key concepts:
a shared workspace where both policy officers and experts could annotate and make comments on draft evidence
an audit log that captures decisions and actions taken in relation to that evidence, which could support the LPA at examination
exposing metadata about an evidence source in a user-friendly way, that could also help with key monitoring metrics (such as time taken from commission to acceptance)
We’re making an assumption that we external consultants would be prepared to submit evidence within the system (for example, in HTML with attached documents). We’ll be exploring other types of evidence in future prototypes.
We’re also not including the procurement workflow within this prototype.
